Are Court Records Public in Carbon County?

Pennsylvania law provides broad public access to court records. Criminal docket sheets accessible through the UJS Portal exclude limited-access and clean slate dockets, consistent with Pennsylvania’s Clean Slate Act, which seals certain older, lower-level conviction records from public view.

Payments of fines, costs, and restitution in criminal cases can be made online through the UJS ePay system, by mail via check or money order, or in person at the Clerk of Courts office with cash or credit/debit card.

Carbon County Criminal Court Records

The Carbon County Clerk of Courts, currently Tyra L. Boni, serves as the custodian of all criminal case records for the county’s Court of Common Pleas. Statewide Criminal History Checks (Pennsylvania State Police)

For background check purposes, the Pennsylvania State Police (PSP) maintains the state’s official criminal history repository. The public can submit requests through the ePATCH online system, which operates around the clock. The fee is $22.00 per search, payable by credit card, and results are typically returned the following day. Note that effective April 22, 2026, online credit card transactions through ePATCH carry an additional 2% processing fee.

Mail-in requests are also accepted. To request by mail, complete PSP Form SP 4-164, attach a $22.00 fee (money order or cashier’s check), a valid ID, and a self-addressed stamped envelope, then mail to:

Carbon County Civil Court Records

Civil case records in Carbon County are the responsibility of the Carbon County Prothonotary, currently Kayla M. Semmel. The Prothonotary’s office maintains filings and records for all civil actions in the Court of Common Pleas, including negligence, contract disputes, property matters, foreclosures, divorces, and other non-criminal proceedings.

The office uses Tyler Enterprise Justice (Odyssey) as its case management system. Every civil case and judgment filed since January 1, 1984 is in the system, searchable by case number or party/business name.

How to Access Civil Records:

  1. Online — Use the Tyler Odyssey Portal. Register with an email and password to create an account. After signing in, search by case number, party name, or business name. Wildcard searches assist when spellings are uncertain. Associated documents can be downloaded for viewing or printing. Current civil filing fee schedules are published by the court and are available directly from the Prothonotary. Magisterial District Courts handle smaller civil matters, including landlord-tenant disputes, minor contract claims, and summary offenses at the local level. Records from these courts are accessible through the UJS Portal.

Carbon County Family Court Records

Divorce Records

Divorce records are maintained by the Prothonotary as part of its civil case files. To search for a divorce filing, use the Tyler Odyssey Portal or visit the Prothonotary’s office in person. Child Support and Domestic Relations

New support actions can be filed online through the Pennsylvania Child Support Website (PACSES), or in person at the Domestic Relations Office. Support payments are processed through the State Collection and Disbursement Unit (SCDU); for payment status, contact SCDU toll-free at (877) 727-7238. Key fees associated with Domestic Relations matters include:

  • JCP (Judicial Computer Project) filing fee: $41.25 (assessed per Act 45 of 2025, paid by the noncustodial parent at the end of a case’s lifespan)
  • Federal annual child support fee: $35.00 (assessed on custodial parents receiving $2,000 or more in child support per federal fiscal year)
  • Paternity genetic testing: $66.00 (for mother, child, and alleged father)

The Domestic Relations Office does not handle custody or visitation matters. Marriage Records

Marriage licenses are issued by the Carbon County Register of Wills/Clerk of Orphans’ Court. The total fee for a marriage license is $50.00 ($45.00 license fee plus $5.00 automation fee), payable by cash or money order only — no checks accepted. Birth and Death Records

Certified birth and death records for Carbon County events since 1906 are administered by the Pennsylvania Department of Health, Division of Vital Records. Online orders are processed through the official state vendor around the clock for a $20.00 certificate fee plus a $10.00 processing fee, payable by credit card. Requesters must be at least 16–18 years old, present valid ID, and demonstrate a qualifying relationship to the person named on the record or hold legal authorization.

Birth records from 1892 through 1905 are held by the Archives Department at 15 W. 4th Street, Jim Thorpe, PA 18229. Genealogical research assistance at the Register of Wills office costs $12.50 per half-hour or $20.00 per hour, with copies at $0.25 per page from originals.

Carbon County Probate Court Records

The Orphans’ Court Division of the Carbon County Court of Common Pleas handles estate administration, probate of wills, guardianships, adoptions, termination of parental rights, incapacity adjudications, and non-profit corporation matters. Estate records from 1843 through 1990 are maintained by the Archives Department at 15 W. 4th Street, Jim Thorpe, PA 18229. Estate records from 1991 to the present are held at the Register of Wills office. All archived records have been indexed and microfilmed and are available for public viewing and copying at the Archives Department.
