Warren County Criminal Court Records

Court of Common Pleas — Clerk of Courts

Felony and serious misdemeanor criminal cases in Warren County are handled by the Court of Common Pleas. The Clerk of Courts — one of Pennsylvania’s oldest judicial offices — serves as the chief clerk and record keeper for the criminal courts. Warren County Civil Court Records

Prothonotary — Custodian of Civil Records

The Prothonotary serves as the clerk of the Court of Common Pleas for all civil matters and maintains records of every civil procedure filed in Warren County. This encompasses a wide range of filings, including personal injury claims, contract disputes, small claims, eminent domain proceedings, road and right-of-way petitions, naturalization papers, passport applications, and divorce proceedings.

Civil case records are accessible through the Prothonotary’s office in person during business hours, through self-service terminals at the courthouse, or through the UJS Portal docket search. Requests by mail require the case number, case name, case type, requestor’s name, and a notarized copy of identification.

Property Records

Real estate records — including deeds, mortgages, and land records — are maintained by the Warren County Register and Recorder’s Office, which is located on the first floor of the Warren County Courthouse. Warren County real estate records from 1985 to the present are available online through LANDEX, which offers a public Webstore option for viewing and downloading documents, as well as a Landex Remote option for attorneys, title companies, and abstractors. Public terminals are also available in the Register and Recorder’s office for on-site searches.

Land record requests by mail require a written request, a $5.00 fee per document (check or money order payable to Warren County Recorder of Deeds), and a self-addressed stamped envelope. Warren County Family Court Records

Court of Common Pleas — Domestic Relations and Family Division

Family law matters in Warren County — including divorce, child custody, child support, spousal support, and domestic violence protection orders — are handled within the Court of Common Pleas. The 37th Judicial District maintains a Domestic Relations Office located in the Hickory Street Annex at 333 Hickory Street, Warren, PA. The Domestic Relations Office focuses specifically on child and spousal support matters.

The Family Hearing Office is a separate department of the 37th Judicial District assisting with family-related proceedings. Divorce filings and related civil proceedings are processed and maintained by the Prothonotary at the main courthouse.

Marriage Records and Licenses

Marriage licenses in Warren County are issued and recorded by the Register and Recorder’s Office, which maintains marriage records dating back to 1885. All marriage records are open to the public for inspection and copying.

To apply for a marriage license in person:

  1. Both applicants must arrive at the Register and Recorder’s Office no later than 3:00 p.m.
  2. Present proper identification (driver’s license, photo ID, or birth certificate)
  3. Both must be at least 18 years of age
  4. Pay the $40.00 fee (cash or check; ATM available on the courthouse’s first floor)
  5. Note: the license cannot be used until the third day after issuance and is valid for 60 days anywhere in Pennsylvania

An online marriage license application is also available. After completing it, applicants receive a 6-digit code and must still appear together in the office before 3:00 p.m. to sign and finalize the license.

Certified copies of existing marriage licenses can be obtained in person at the office during business hours for $5.00, or by mailing a written request with a $5.00 check or money order payable to Warren County Recorder of Deeds, along with a self-addressed stamped envelope and the full legal names of both parties and the marriage date, to: Register and Recorder’s Office, 204 Fourth Avenue, Warren, PA 16365.

Birth and Death Records

Birth and death records for Warren County residents are maintained at the state level by the Pennsylvania Department of Health. The Pennsylvania Vital Records portal at certificates.health.pa.gov handles online orders. Each certified copy of a birth or death certificate costs $20.00, with an additional $10.00 processing fee for online orders. The Warren County Register and Recorder’s office holds local birth records from 1893 to 1906 and death records for a similar early period, but current vital records are administered at the state level.

Warren County Probate Court Records
